Didn't sound very arbitrary to me; it sounded like the list following
its advertised critiera exactly.

As is their right; you are not their user. (The entity blocking the
mail on their advice is.) That they are willing to talk to you *at
all* is because they're good people.

You keep repeating that these mechanisms are INTRINSICALLY FLAWED, as
though repetition of that assertion would somehow convince us of its
truth. You'll need more than repeated assertion to do that.
Besides, flawed or not, it's about the best we've got. If you think
you can do better, build it and try it! If you're right, I'm sure a
lot of people will be delighted.

You're right, it's not. That it's overall the best way we have at
