Telling users that they MUST aim higher if they do not wish
to shoot into their own foot is kind of pointless.  But you
could still make the responsibility clearer in the draft:

- If you are going to allow a third party to make blocking
- decisions for you, you MUST understand the policies and
= practices of those third parties because responsibility
= for blocking decisions remain ultimately with you, the
= system administrator.

+ If you are going to use the recommendations of a third
+ party for your blocking decisions, you MUST understand
= the policies and practices of those third parties because
= responsibility for blocking decisions remain ultimately
= with you, the system administrator.
