The best way to avoid needing to deal with a million abuse reports a
day is not to permit one's operation to engage in actions that will
trigger a million abuse reports a day.

(Considering low abuse reporting rates, 10e6 a day implies a LOT of abuse.)

Which is my way of saying that the wrong question is in play here.
It's not "how do you deal with all those abuse reports?", it's "what
can you do to remove the need for anyone to file those?"
