We see exactly that.  Are you not aware that spammers have, for years,
hosted their web sites on zombies and used fast-flux DNS techniques
to distributed traffic to them?

Really, you should at least make a perfunctory effort to acquaint yourself
with the rudiments of the spam problem before proposing solutions for it.
