Because administrative management of of the locator assignments is too
slow to react and too manpower intensive. The strategy is founded on
renumbering to achieve topological aggregation of the locators. IMO,
the only way such a strategy can succeed is if the administrative cost
of renumbering is zero or so close to zero as makes no difference.

Fair point. This will be strategy H in the fourth draft.
