[rrg] BRDP Based Routing I-D

RRG,

I submitted the BRDP Based Routing I-D.
Because the IETF-73 cut-off date for -00 I-Ds is passed, publishing is
delayed until 2008-11-17.
The update of BRDP itself (-01) is work in progress and we do our best to
submit before cut-off date 2008-11-03.
