I believe actually if you can demonstrate a 'unique routing policy'
you can at least get a /24 from one provider, and an ASN from
ARIN/RIPE/APNIC and enjoy a routing slot in the DFZ all your own. When
I was last doing allocation-policy-bits for an ISP we regularly
pointed out to customers that tying themselves to our ip space might
not be in their best interest, and that it really wasn't all that hard
to show usage such that a /22 was a viable option from their local
registry.
